Most fill jobs need a layer of topsoil on top once the fill is compacted, especially if grass or plantings are going in over it. If you are backfilling near a foundation or pool wall, a layer of gravel at the base helps with drainage before the fill goes in. Mulch or stone comes later, once the grade is set and the surface work begins.
