Landscape fabric goes down first if you want this to actually last a decade rather than sink into Gastonia's clay. Edging, whether steel or stone, keeps the rock from migrating into the lawn during heavy rain. Some customers also grab a load of soil or mulch for the planting beds that stay separate from the rock zones.

Lay landscape fabric before the rock, always, especially in Gastonia where red clay wants to work its way up through any gaps. Skip the fabric and within two years you will have clay staining the rock and weeds finding every seam. Overlap fabric strips by at least 6 inches and pin them down before a single scoop goes on top, since wind off the Piedmont ridgelines can lift loose fabric edges before you get rock on it.
The biggest mistake locally is dumping rock straight onto ungraded clay. Grade the bed for a slight slope away from the foundation first, because Gastonia's clay does not drain, it sheets water sideways until it finds a low spot. Once rock is down it is hard to regrade, so get the slope right before delivery day and you will not be fighting standing water every time it rains.
Rock is a one time cost compared to mulch you replace every year or two, so price it against several years of mulch refreshes rather than a single bag of either. If you are covering a large area, consider a slightly larger stone size for the open sections and reserve finer screened rock for tight spots around plants, since it moves less and looks more finished up close.
Gastonia's red clay sheds water fast once it is compacted, which means bare beds near foundations and downspouts erode or puddle after a hard rain off Crowders Mountain way. A layer of screened rock over fabric stops that erosion cold and never breaks down into the clay the way mulch does. Around here it shows up most on front facing beds where homeowners want a clean look that survives our humid summers without turning to mud. Spread river rock 2 to 3 inches deep over landscape fabric so it stays put and weeds stay down. Lay decomposed granite 3 to 4 inches deep, wet it, and compact it in lifts for a surface that sheds water instead of rutting.
