Landscape fabric goes down first and is worth the extra step since it is what keeps this a one time install instead of a weed patch by next summer. Steel or aluminum edging keeps the rock from migrating into the lawn when the mower comes through, and a few larger accent stones or boulders placed before the rock goes down make the bed look intentional rather than poured.

Before you spread the first scoop, grade the bed so water moves away from the foundation rather than pooling in it. Rock Island's silt loam compacts and holds water once it is saturated, so a bed that is flat or dips toward the house will stay soggy under the stone all winter. A gentle slope of even half an inch per foot away from the wall makes a real difference in how the bed drains through spring thaw.
The biggest mistake we see locally is skipping fabric to save a step, then fighting silt loam weeds pushing through rock within two seasons.
