If anything needs to grow on top, cap the fill with a few inches of topsoil since fill dirt itself is a structural subsoil, not a growing medium. Many jobs that raise grade with fill dirt also bring in mulch afterward for bed areas once the topsoil and plantings go in. If you are backfilling near a pool or foundation, keep the fill separate from any drainage gravel already in place.
