Landscape fabric underneath is what makes rock a decade long install instead of a weed patch by August, lay it before the rock goes down, not after. Edging, whether steel or paver, keeps rock from migrating into the lawn or mulch beds next to it. Some customers pair rock foundation borders with mulch in the planting beds further out, since rock does not feed soil the way organic material does.
In Bethlehem's silt loam, skip skipping the fabric, it's tempting on a small bed but the soil here is fine grained enough that rock will slowly work down into it without a barrier, and within two seasons you'll be pulling rock out of mud instead of walking on a clean surface. Use a heavier landscape fabric, not the thin roll from a big box store, since it needs to last as long as the rock does.
The biggest mistake we see locally is placing rock right up against downspout discharge without a splash block or extension first. Bethlehem gets enough spring rain that a direct downspout hitting bare rock will scatter stone across the lawn within a year. Add a splash block or a short buried extension before you spread the rock, it's a small step that saves a recurring cleanup problem.
Rock is a one time cost that never needs an annual refresh like mulch does, so price it over its lifespan, not against a single season. If you're doing foundation beds and a front yard bed both, order the full quantity in one delivery rather than splitting trips, since a full cubic yard load is more efficient per yard delivered than two partial ones.

Spread river rock 2 to 3 inches deep over landscape fabric so it stays put and weeds stay down. Lay decomposed granite 3 to 4 inches deep, wet it, and compact it in lifts for a surface that sheds water instead of rutting.
